Citizenship is the final immigration step for many permanent residents, but eligibility should be checked before the application is submitted. Physical presence, PR status, taxes, language, knowledge and prohibitions can all matter depending on age and circumstances.

Physical presence

Adult applicants generally need at least 1,095 days of physical presence in Canada during the five-year eligibility period immediately before applying. IRCC encourages applicants to apply with a buffer rather than relying on the exact minimum where dates are uncertain.

Time before permanent residence

Some lawful temporary-resident or protected-person time may count at a reduced rate toward physical presence, subject to the statutory cap and calculation rules. At least 730 days in the eligibility period must be as a permanent resident.

Travel records should be reconstructed carefully

Frequent travellers should compare passports, CBSA records, employment records, tax information and calendars. A clean calculation is especially important when the applicant is near the minimum.

Language, knowledge and taxes

Age determines whether language and citizenship-knowledge requirements apply. Tax-filing obligations during the eligibility period should also be reviewed under the current rules.

Do not confuse the PR card with PR status

A citizenship applicant can have an expired PR card and still be a permanent resident. The important issue is whether PR status has been lost through a legal process, not whether the plastic card is current.
