Business immigration in Canada changes frequently and may involve federal programs, provincial entrepreneur streams or other work-to-permanent-residence strategies. The appropriate route depends on the entrepreneur’s business history, investment capacity, ownership structure, intended province and current program availability.

Federal program status
The federal Start-Up Visa Program is currently paused for new applications. IRCC continues to process applications accepted before the applicable cut-off, while new federal entrepreneur measures may be introduced separately.
Provincial entrepreneur options
Several provinces operate or periodically open entrepreneur, investor or business streams. Requirements may include minimum net worth, investment, active management, business plans, exploratory activity, job creation and residence in the nominating province.
Business evidence
Business immigration files often depend heavily on the quality of source-of-funds evidence, corporate records, ownership history, tax and banking records, management experience and the commercial logic of the proposed Canadian business.
Avoid relying on outdated program descriptions
Business immigration programs can pause or change with little notice. Current federal and provincial instructions should be verified before committing funds or signing business arrangements for immigration purposes.
